老挝南塔河1号电力有限公司2025-2026年后勤服务采购项目（以下简称为“项目”）已具备招标条件，现进行公开招标。

Logistics Service Procurement Project during2025-2026 of Nam Tha 1 Lao Power Company Limited (hereinafter referred to as the “Project”) meets the tender conditions and is hereby open for bidding.

1 项目概况与招标范围Project overview and bidding scope

老挝南塔河1号电力有限公司万象办公室（Villa No 2, House No. 416/1, Unit 19, North Saphanthong Village, Sisattanak District, Vientiane Capital）以及老挝南塔河1#水电站电厂营地（位于老挝博乔省帕乌冬区帕山村Ban Vang Lek, Phaoudom District, Bokeo Province, Laos）。Vientiane Office of Nam Tha 1 Lao Power Company Limited （Villa No 2, House No. 416/1, Unit 19, North Saphanthong Village, Sisattanak District, Vientiane Capital）and Power plant camp office building of Nam Tha 1 Hydropower Station（Ban Vang Lek Village, Phaoudom District, Bokeo Province, Laos）。

1.6项目概况及招标范围Project overview and bidding scope

老挝南塔河1号电力有限公司有两个办公地点，一个办公地点位于万象市Sisatanak区Sapanthong村，工作人员约10人；另一个办公地点为电厂营地位于老挝博乔省帕乌冬区帕山村，距离会晒约80多公里，大概两个小时的车程，离琅南塔约150左右公里，约三个小时的车程。电厂营地由办公楼，宿舍楼、食堂、保安宿舍6间、柴油机与水泵房、球场、停车场及公共区域等，目前约有70名常驻人员（包括运维员工、后勤人员等）。

There are two work site for Nam Tha 1 Lao Power Company Limited, one site is Vientiane Office which located in North Saphanthong Village, Sisattanak District, Vientiane Capital, with 10 staffs; and the other site is Power plant camp office building, located in Ban Vang Lek, Phaoudom District, Bokeo Province, it is about 80 kilometers away from Houayxay to camp, need about 2 hours drive, the distance from Luang Namtha to camp is about 150 kilometers，need 3 hours drive. The power plant camp consists of office buildings, dormitories, canteens, security dormitories 6 rooms, diesel engine and water pump rooms, stadiums, parking area and public area, etc. Currently, there are about 70 site based personnel (including operation and maintenance staff, logistics staff, etc.).

本次采购后勤服务，包括为万象办公室工作人员提供餐饮服务；为电厂营地提供工作人员供餐服务、保洁服务、内部招待所服务、绿化维护、安全保卫、物业管理及维护等。

The logistics services project include providing catering services for the staff in Vientiane office; Providing staff catering services, cleaning services, dormitory services, greening maintenance, security, property management and maintenance for the power plant camp.

1.7服务期限Service period

合同服务期限为两年，从2024年12月1日至2026年11月30日止，每年11月开展一次对供应商上一合同年度履约考核，考核合格的继续履行合同，否则终止合同。

The service period is 2 years, from December 1, 2024 to November 30, 2026. The Bidder service performance annual assessment for previous year will be carried out in November every year, and those who pass the assessment will continue to perform the contract, otherwise the contract will be terminated.

4 发布公告的媒介The medium for tender notice publication

在老挝《万象时报》、老挝资讯网（58lao.com）上发布有关公告。

The announcement is published on “Vientiane Times newspaper” and “Information Network of Laos” official account.

5 招标安排 Bidding schedule

（1）本次招标文件采用中文编写，请有意向的潜在投标人于2024年10月11日～10月17日，上午8:30～11:30、下午14:00～17:00（老挝时间）携带营业执照复印件及授权委托书等资料到以下地址进行获取招标文件，本次获取招标文件不收费费用。

Tender documents are prepared in Chinese. Potential bidders that are interested in the project shall at 8:30-11:30 a.m and 14:00-17:00 p.m. (Lao time) from October 11, 2024 to October17, 2024, bring the copy of the Business License and the Letter of Authorization to obtain the tender documents free of charge at the following address.

（2）本次投标文件要求采用中文或英文编写，投标截止时间为2024年10月30日老挝时间15:00。请投标人在此时间前，将投标文件（纸质）送达老挝南塔河1号电力有限公司万象办公室（地址：Villa No 2, House No. 416/1, Unit 19, North Saphanthong Village, Sisattanak District, Vientiane Capital,），在此时间以后送达的投标文件，招标人将不接受。

（2）Bidding documents are required to be written in Chinese or English, and submitted before the deadline (Lao time 15:00pm on October 30, 2024). The Bidder must send the bidding document to Vientiane Office of Nam Tha 1 Lao Power Company Limited (Villa No 2, House No. 416/1, Unit 19, North Saphanthong Village, Sisattanak District, Vientiane Capital), any documents sent after the deadline should be rejected.
