老挝南塔河1号水电站2025-2026年运维辅助服务项目已具体招标条件，现进行公开招标。

Operation and maintenance auxiliary service project of Nam Tha 1 Hydropower Station During 2025-2026 has met the tender conditions and is hereby open for bidding.

1 项目概况与招标范围 Project overview and bidding scope

1.6招标范围及要求Tender scope and requirements

运维辅助服务商负责提供老籍运维人员，派驻到电站工作，并与其签订劳动合同，对其进行人事管理（现场工作管理由公司负责，服务商无需介入），按公司核定的工资标准足额发放工资，依法缴纳税金，收取相应管理费用。具体要求如下：

The operation and maintenance auxiliary service contractor shall sign labor contract with Lao operation and maintenance personnel, dispatch the Lao operation and maintenance personnel to work in power station, provide the auxiliary operation and maintenance services for hydropower station，responsible for personnel management (on-site work management is responsible by the client, contractor shall not intervene), pay wages in full according to the wage standards approved by the client, pay taxes according to the law, and collect management fees. The specific requirements are as follows:

（1）选派的老籍运维员工数量暂定为12名(需根据公司需求调整，但不少于12人)。

The number of Lao operation and maintenance personnel is tentatively set at 12 (subject to adjustment based on client requirement, but not less than 12 people).

（2）运维辅助服务商负责向老籍运维员工提供劳保用品，包括但不限于劳保鞋、劳保服等。

The operation and maintenance auxiliary service contractor is responsible for providing labor protection supplies for Lao operation and maintenance personnel, including but not limited to labor protection shoes, labor protection clothing, etc.

（3）运维辅助服务商负责老籍运维员工进场、出场（休假及返岗）交通差旅及路途交通安全。

The operation and maintenance auxiliary service contractor is responsible for the transportation, travel and road traffic safety of the operation and maintenance personnel entering and leaving the site (on vacation and returning to work).

（4）运维辅助服务商负责老籍运维员工驻厂期间生产安全责任及工余安全责任。

The operation and maintenance auxiliary service provider is responsible for the production safety responsibilities and off-work safety responsibilities of Lao operation and maintenance personnel while they are on duty at the power station.

（5）按照公司要求更换不胜任人员，新派驻人员进场前应获取公司面试同意。

Replace incompetent personnel according to the client's requirements, the new personnel should obtain the client's interview consent before entering the site.

（6）服务期2年。计划日期为2025年1月1日至2026年12月31日。

The service period is 2 years, planning to start from January 1, 2025 to December 31, 2026.

4 发布公告的媒介The medium for tender notice publication

在老挝《万象时报》、老挝资讯网（58lao.com）上发布有关公告。

The announcement is published on “Vientiane Times newspaper” and “Lao-China Business Information（58lao.com）” official account.

5 招标安排Bidding schedule

（1）本次招标文件采用中英文编写，请有意向的潜在投标人从2024年10月14日至2024年10月21日，上午8:30～11:30、下午14:00～17:00（老挝时间）携带营业执照复印件及授权委托书等资料到以下地址进行获取招标文件，本次获取招标文件不收取费用。

Tender documents are prepared in both Chinese and English. Potential bidders that are interested in the project shall at 8:30-11:30 a.m and 14:00-17:00 p.m. (Lao time) from October 14, 2024 to October 21, 2024, bring the copy of the Business License and the Letter of Authorization to obtain the tender documents free of charge at the following address.

A) 老挝南塔河1号电力有限公司万象办公室Villa No 2, House No. 416/1, Unit 19, North Saphanthong Village, Sisattanak District, Vientiane Capital or

B) 老挝南塔河1号电力有限公司电厂营地办公楼2楼(博乔省帕乌冬区哈南村)  2nd floor, power plant camp office building of Nam Tha 1 Lao Power Company Limited (Village: Hardnam District: PhaOudom Province: Bokeo)

（2）本次投标文件要求采用中文或英文编写，投标截止时间为2024年11月3日老挝时间下午15:00。请投标人在此时间前，将投标文件送达上述获取招标文件的地点。在此时间以后送达的投标文件，招标人将不接受。

Bidding documents are required to be written in Chinese or English, and submitted before the deadline (Lao time 10:00am on November 3, 2024). The Bidder must send the bidding document to the aforesaid address, any documents sent after the deadline should be rejected.
