
9月2日,澜湄执法合作中心在老挝万象组织召开老中铁路安保合作机制第三季度座谈会。会议在中心秘书处设视频分会场,老挝国防部、公安部和昆明铁路公安局、郑州警察学院、老中铁路有限公司等12家单位参加会议。
On September 2, the Lancang-Mekong Integrated Law Enforcement And Security Cooperation Center (LMLCC) held the third quarter symposium of the Laos-China Railway Security Cooperation Mechanism in Vientiane, Laos. The symposium, held via video link at the center’s secretariat, was attended by representatives from 12 agencies, including the Lao Ministry of National Defense, the Lao Ministry of Public Security, the Kunming Railway Public Security Bureau, the Zhengzhou Police University, and the Laos-China Railway Co., Ltd.
会议通报了二季度合作事项清单的落实情况,包括信息共享机制建设、铁路安保专家组组建、实地联合调研开展、执法能力培训及区域安全研究报告产出等成果。与会各方围绕老中铁路运营安全形势,就铁路安保实战需求、双边培训机制建设、情报共享与反恐联动等议题进行了深入研讨,并就下一阶段合作方向达成共识,明确了下半年重点工作任务清单。
The symposium reported on the implementation of the second-quarter cooperation agenda, including achievements in the development of an information sharing mechanism, the establishment of a railway security expert group, joint field research, law enforcement capacity building, and the production of a regional security report. Focusing on the operational security situation of the Laos-China railway, participants engaged in in-depth discussions on practical railway security needs, the development of a bilateral training mechanism, intelligence sharing, and counter-terrorism collaboration. They reached consensus on the direction of the next phase of cooperation and clarified a list of key tasks for the second half of the year.
各方一致认为,在上海合作组织天津峰会上提出的全球治理理念中,“坚持力求实效”的原则对老中铁路安保合作具有重要指导意义。该原则指出,治理是否有效,关键在于能否解决实际问题,需要统筹协调、系统谋划、整体推进。会议强调,机制建设应坚持问题导向,聚焦务实举措,推动提供更多资源和公共服务产品,为老中铁路安保工作注入切实动力。此次座谈会在老中铁路客货运量持续增长、区域互联互通不断深化、安保工作的重要性日益凸显的背景下召开。截至今年7月,老中铁路累计开行旅客列车7.8万列,发送旅客超过5500万人次,其中包括来自全球115个国家和地区的53.9万余名旅客搭乘国际旅客列车跨境出行;跨境货运量突破1400万吨,货值逾630亿元人民币,已成为澜湄区域经济合作的重要引擎。
All parties agreed that the principle of “staying committed to real results”, highlighted at the Shanghai Cooperation Organization (SCO) Summit in Tianjin, carries important implications for security cooperation on the Laos-China Railway. The principle underscores that effective governance depends on solving real problems through coordinated, systematic, and holistic way. The symposium stressed that the mechanism should remain problem-oriented, focus on practical measures, and work to provide more resources and public goods, thereby injecting real momentum into railway security. The symposium took place against the backdrop of rising passenger and cargo flows and deepening regional connectivity, which have made security work increasingly vital. By July this year, the Laos- China Railway had operated 78,000 passenger trains, transporting over 55 million passengers, including more than 539,000 international travelers from 115 countries and regions. Cross-border freight volume exceeded 14 million tons with a total value of over 63 billion RMB, making the railway a major driving force of economic cooperation in the Lancang-Mekong region.
