中国—东盟信息港在促进中国与东盟国家深度合作方面发挥着积极作用。近年来，面向东盟的跨境金融服务主体和产品日益丰富。然而，由于信息不对称和信用信息匮乏，外贸企业和金融机构面临高信任成本和风险。为解决这一问题，中国东信发起成立了广西联合征信有限公司。系广西首家也是目前唯一获得人民银行总行备案通过的企业征信机构。该平台作为面向东盟的金融基础设施，通过跨境征信合作和产业数据融合，在双边法律框架下，为国内外政、银、企的跨区域交流与合作提供安全、高效的市场化征信服务。截至2024年8月末，与全国70余家金融机构达成合作，征信报告累计申请查询次数约10270万次，累计提供征信服务近3099万次，服务融资规模超3827亿元，服务含广西在内全国小微企业超765万户。
The China-ASEAN Information Harbor plays a positive role in promoting deep cooperation between China and ASEAN countries. In recent years, cross-border financial service entities and products targeting ASEAN have become increasingly diversified. However, due to information asymmetry and a lack of credit information, foreign trade enterprises and financial institutions face high trust costs and risks. To address this issue, CAIH initiated and established Guangxi United Credit Information Service Co., Ltd. It is the first and currently the only enterprise credit reporting agency in Guangxi that has been approved by the head office of the People's Bank of China. As a financial infrastructure for ASEAN, this platform provides safe and efficient market-oriented credit services for cross-regional communication and cooperation among domestic and foreign governments, banks, and enterprises through cross-border credit cooperation and industrial data integration, under the bilateral legal framework. As of the end of August 2024, we have reached cooperation with more than 70 financial institutions across China, with a total of approximately 102.7 million inquiries for credit reports and nearly 30.99 million credit services provided. The service financing scale exceeds 382.7 billion yuan, and we have served over 7.65 million small and micro enterprises across the country, including Guangxi.
2024年8月7日，“中国—老挝数字经济合作交流峰会暨老挝企业信用信息平台上线发布仪式”在老挝万象和中国南宁同步举行。与老挝政府合作共建老挝企业信用信息平台是我国特色征信服务模式的首次境外市场验证，为我国社会信用体系建设模式向“一带一路”国家复制推广探索了路径。
On August 7, 2024, the "China-Laos Digital Economy Cooperation and Exchange Summit and the Launch Ceremony of Laos Enterprise Credit Information Platform " was held simultaneously in Vientiane, Laos and Nanning, China. 中国—东盟信息港目前发挥了四方面作用：一是推动数字基础设施建设，提升了中国与东盟的数字互联互通，建成12条国际陆地光缆、3条国际互联网数据专用通道、1个国家域名CN顶级节点、1个南宁区域性通信业务国际出入口局、南宁国家级互联网骨干直联点、澜湄云计算创新中心、中国—东盟工业互联网标识解析节点等。二是建设跨境合作数字平台，提升贸易便利化，例如中国—东盟商贸通平台和广西国际贸易“单一窗口”，显著提高了结算和通关效率。三是落地数字化产品，促进与东盟国家的数字经济合作，开展近20个项目。四是建设人文交流平台，成功举办多项大型活动，如中国—东盟信息港论坛和人工智能峰会，深化人文交流并开展数字人才培训。
中国东信目前在境外设立了东信国际、印尼、马来公司，并在老挝、柬埔寨、菲律宾、泰国、新加坡等其他东盟国家开展业务合作。下一步，中国东信将继续致力于搭建数字经济合作平台，促进各领域的合作交流，推动区域经济的共同繁荣，在打造面向东盟的开放前沿和窗口方面持续贡献力量。
At present, the China-ASEAN Information Harbor serves four functions. Firstly, it has promoted the construction of digital infrastructure, improved the digital connectivity between China and ASEAN, and built 12 international land optical cables, 3 dedicated Internet data channels, 1 national domain name CN top-level node, 1 Nanning International Import and Export Bureau for Communication Services, Nanning National Internet Mainstay Network Node, Lancang-Mekong Cloud Computing Innovation Center, China-ASEAN Industrial Internet Identifier& Resolution node, etc. Secondly, it built a cross-border cooperation digital platform to enhance trade facilitation, such as the integrated trade platform, China-ASEAN “Shangmaotong” platform, and the "Single Window System" for Guangxi international trade, which significantly improves settlement and customs clearance efficiency. Thirdly, it carried out nearly 20 projects and introduced digital products, greatly promoting digital economic cooperation with ASEAN countries. Fourthly, it established a cultural exchange platform, successfully hosted several large-scale events, such as the China-ASEAN Information Harbor Forum and the Artificial Intelligence Summit, and conducted digital talent training, deepening cultural exchanges with ASEAN countries.
CAIH has currently established China Info-Tech International Limited, CAIH Info-Tech Indonesia Company, and CAIH Info-Tech Malaysia Company, and has conducted business cooperation in other ASEAN countries such as Laos, Cambodia, the Philippines, Thailand, and Singapore.
